Low Turnout; Rafsky, Olanoff, Murphy Win Contested Races

by Dave Atkins

Approximately 15% of Westwood voters (1499) turned out and elected Steve Rafsky and Steve Olanoff to the Planning Board. In the Assessor's race, Mark Murphy won election to the position he had been appointed to last year.

Complete results are available on the Town website.

Congrats to the Steve's

Welcome back Olanoff to another term. Rafsky returns to Planning Board after many years. Hope you gents can make a difference and help Westwood address the economic crisis.

Westwood Station is not vertical and its only a matter of time before the project is declared TKO. I will continue my efforts with the Economic Development Advisory Board as well as other town activities.

voter turnout

it's unfortunate that only 15% of voters participated in this election. looking at the planning board results, there are definitely differences between precinct 4 and everybody else in their willingness to consider new candidates.

thanks to all the candidates for running and for their willingness to participate in our community.

Why so many blanks

I don't want to open Pandora's Box here, but can some expert in human behavior comment on why there were so many blanks recorded in this election? You make the effort to go vote and then you don't vote in contested elections? 15% of ballots for planning board were blank and 18.7% of ballots for Housing Authority (contested race) were blank. That really doesn't make sense to me.

Could there be a technical problem where people don't know how to fill in circles? Are these scantrons tested to ensure they pick up a vote that may not be perfectly filled? I think it is an issue because errors of this magnitude could change the outcome of an election. Are the blank ballots hand counted?

Blanks

the blanks for planning board are understandable because strong supporters of an individual candidate 'bullet' that candidate to give their vote more weight in a race with more than one slot to be filled

for the housing authority it may have been a negative response to people running for multiple offices or just that there had been no campaigning and people didn't know the candidates/platforms

i'm sure Dottie Powers the town clerk could answer your question re counting. Just go to the town's website and send her an email.

One vote per person

I don't understand what you are talking about here...if you only vote for one candidate, then that is one vote. You cannot vote twice for the same person. There is no such thing as "bulleting."

The tapes of ballot machine results are taped to the door of town hall if anyone wants to examine them. I assume blanks are due to people who wish to express their non-support of an unopposed candidate. For contested races, they are votes for "other." I don't mark the ballot for candidates I don't know or support.

Dave, I think what the

Dave, I think what the poster is getting at is -- you can vote for more than one on the planning board. If you really wanted Steve to win above anyone else, you would just give one vote to him. That way you're helping him by 1) giving him your vote, and 2) not giving anyone else your other vote

I want to thank everyone

I want to thank everyone that helped in my efforts to try to get on the planning board. I hope I earned some residents respect that I was able to talk to one on one.
Next year most likely will be the year that you will start to see new faces on different boards. I think with a possible override next year residents will be ready for new faces and new Ideas.

Town Meeting Tonight

Dave,

I was hoping to see some discussion here on articles to be voted on tonight at town meeting. One issue I was interested is seeing blog readers discuss is the library issue and whether or not the town needs a new library. Fin Com is split on this and I was hoping to hear residents opinions before the meeting.

Also, what about the articles questioning the number of individuals elected to the BOS. Will this be amended on the floor tonight? I have heard nothing about this since the fin com meeting in March.

New Library for Westwood

Joanie,

This is a copy of a letter to the editor that I sent in to the Daily Transcript.

The Westwood Public Library is a valuable resource that is used by community members of all ages and interests. It is used for pleasure, for education, for research and for problem solving. The library has meeting space for community groups and presentations that appeal to various interests. The Finance Commission is evenly divided on whether to support funding for the next step in the project to build a new library. Some members feel that in this economic environment a new library is a luxury. Libraries across the state and the nation are seeing an upsurge in usage in this economic environment. While completing the project will of course require funding from the Town and its citizens, the funds available from the State are a tremendous benefit that may not be available in the future. Too many issues have divided the Town of Westwood. Let us unite to keep alive the chance to enhance the service this valuable resource provides to all the people of Westwood. Please join me in moving for funding of the library article at Town Meeting for supporting its acceptance.

Your Letter Got Me Thinking...

Brian,

I saw your letter last week in the Transcript. It was a great letter and was one of the reasons I was hoping to see some residents discuss the library on the blog. Mainly, I was curious as to why Fin Com was divided on the issue. I am not used to seeing them split on issues. Do you have any ideas on that? I am completely uninformed on this topic and was hoping to learn more here before the meeting. I was really happy when the Islington Library was saved from being closed. Would a new library mean Islington closes? Where will it be located? What is the budget? Maybe there are no answers to these questions, but I thought I would throw them out there.

Library Info

Joanie,

I don't know why the Fincom was divided. I don't recall seeing a split vote like that in the six years I was on the commission. What I've heard, and I have no first hand knowledge is that Fincom seems to be looking more at the purely financial aspects of warrant articles and less at intangibles. I think the new library will be in the same area as the current one and I don't think it necessarily means closing the Islington branch. I'm quite sure that Tom Viti and the Library Trustees have all of the information that you are looking for including budget information. Hopefully some of these questions can be answered at Town Meeting tonight. The lack of information to date is probably due to thinking that the $60,000 appropriation requested to continue the project wouldn't meet any opposition and that community presentations, etc., would be made when the full project and associated fundraising was on the table. Obviously this was an unfortunate oversight since the split Fincom vote does warrant additional information if the citizens are going to support this. I too am disappointed that this blog hasn't been more of a forum for discussion on issues. I think that will come. Perhaps Dave was just slightly ahead of his time.

My wife works 3 hours a week at the library and I do know Tom Viti and a couple of the trustees but I don't otherwise have any association with the library or the Fincom so these are strictly my opinions that I'm sharing.

New Library

Hi Joanie,

Space doesn't permit me to answer all your questions here, but if you visit the Library's web page at www.westwoodlibrary.org I think you'll find most of the library building project information you asked about. If there's something you don't see - please email me.
Specifically, the Trustees have said that they intend to keep the Islington Branch open as long as the Town continues to provide a budget sufficient for both libraries. The Trustees and I are well aware of the Town's support for the Branch and are glad it is so appreciated by Westwood residents. Use of the Branch has been consistent and we will certainly need it if and when the New Main Library project gets underway.
One last comment, the $4 million state grant has a deadline for local approval of Dec. 31, 2009. Tonight's article does not ask for total project funding, but puts us in the best position to provide Westwood voters with the facts they'll need to make a very important community decision in the near future. Thank you.

Tom Viti, Library Director

Mr. Viti,

Thank you for replying yesterday and congratulations on your victory last night. I had no idea this had been in the works for soo long. I was nice to see the history of the project and it will be really exciting to see the actual design plans whenever that process is completed.

Good luck with this phase.
