Compulsory Town Meeting
"Town Meetings were "warned" by beating a drum and attendance was compulsory. In 1658, a bell was substituted for the drum...Votes were sometimes cast by wheat or corn and beans..."

why not vaccinate?
I am a little surprised at the poll numbers showing more people saying "no" than "yes." It seems to me any risk associated with taking the vaccine is much less than contracting the disease.
h1n1 vaccine
research studies of this type typically find that about 40% of people will do what the government recommends in situations such as this one. when the cdc tried to vaccinate healthcare workers a few years back, with smallpox vaccine, only 8% were willing to take it. however HOW people learn about the vaccine and WHO encourages them to take it is crucial...if your own physician tells you to take it you're much more likely to do so than if a govt. official tells you to.
